dir=\"ltr\"><strong>Abstract:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" dir=\"ltr\">This study aimed to investigate the effectiveness of a program based on the flipped classroom strategy in developing 21<sup>st<\/sup>-century skills of pre-service teachers in the Department of Islamic Studies, Faculty of Education, Sana&#8217;a University. To achieve the study objective, a descriptive approach based on a construction and development approach was adopted to prepare a list of 21<sup>st<\/sup>-century skills, to build the program that is based on the flipped classroom strategy. Also, the quasi-experimental approach was employed in the experimental design based on the experimental and control groups, with pre and post-test measurements. The study sample consisted of (<strong>60<\/strong>) students, randomly selected and divided into two equal and equivalent groups: the first was the experimental group that was subjected to a program based on the flipped classroom strategy, and the second was the control group that followed the traditional teaching method. The experiment was implemented on the participants in the first semester of the academic year 2023\/2024. The study reached a number of results, the most important of which are as follows: the identification of a list of 21<sup>st<\/sup>-century skills consisting of (<strong>33<\/strong>) skills, falling under (<strong>11<\/strong>) categories as well as the development of a program based on the flipped classroom strategy, consisting of (<strong>12<\/strong>) sessions, with the program sessions focusing on outputs, activities, and assessment methods. Also, there are statistically significant differences at the significance level (<strong>0.0001<\/strong>) between the mean scores of the experimental group and the control group in the post-application of the observation checklists. All these differences were in favor of the experimental group. The study also revealed that there are statistically significant differences at the significance level (<strong>0.0001<\/strong>) between the mean scores of the experimental group in the pre-and post-application of the observation checklists. The differences were in favor of the post-application. In addition, the program based on the flipped classroom strategy achieved a high level of effectiveness in developing 21<sup>st<\/sup>-century skills among the experimental group of pre-service teachers in the Department of Islamic Studies. The effect size value was (<strong>1.43<\/strong>) at the level of the tool as a whole, which is a value higher than the proportion (<strong>1.2<\/strong>) which was determined by Black for large effect size. In light of the results, the study recommended the need to develop programs for preparing Islamic education teachers in faculties of education to include modern teaching strategies, especially the flipped classroom strategy as well as training them how to prepare lessons, produce educational videos, and publish them on the Internet according to these teaching strategies.<\/p>\n\n\n\n<p
