It argues that while external threats from regional rivals and Western sanctions incentivize Iran&#8217;s pursuit of nuclear capabilities, internal factional politics significantly shape policy outcomes.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" dir=\"ltr\">The study explores how hardline factions advocate for aggressive nuclear postures in response to perceived threats, while moderate elements may favor diplomatic engagement.
