class=\"wp-block-paragraph\"><strong>Abstract<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This study aims to assess the readiness of Libyan municipalities for digital transformation and to analyze its anticipated impact on institutional performance. To achieve this, a descriptive-analytical methodology was adopted. An electronic questionnaire was distributed to a sample of 350 employees from various municipalities across Libya, all of whom had participated in training programs organized by the Municipal Development and Decentralization Support Center to enhance their competencies and institutional capacities. Data collection took place between April and&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">September 2025, and 235 responses were received. The data were analyzed using SPSS to extract and interpret the findings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The results revealed a gender imbalance within municipal structures and a weakness in training and capacity-building programs, despite the practical experience held by most employees. The findings also indicated that employee acceptance of digital transformation is the most influential factor in improving institutional performance, while the impact of infrastructure and organizational structure was relatively limited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Based on these insights, the study recommends the development of a comprehensive training plan covering all departments, the promotion of participation across various job levels, and the encouragement of female employment and youth recruitment. Furthermore, the recommendations emphasize the importance of investing in technical infrastructure and cybersecurity, as well as strengthening organizational policies to ensure clarity of vision and the standardization of practices within the digital transformation framework, thereby contributing to improved service quality and sustainable local development.&nbsp;<\/p>\n\n\n\n<p
