It begins with studying the incident at hand, which requires diagnosis and proper classification (Takyeef). This leads to the stage of seeking the appropriate Islamic legal ruling (Hukm Shar&#8217;i), necessitating a review of the sources of legislation (evidence). It concludes with the stage of applying the rulings to the facts on the ground. This application requires verifying the appropriate legal cause (Tahqiq al-Manat), considering the potential outcomes (Ma&#8217;al), and possessing knowledge of the foundational principles of jurisprudence pertaining to the reality surrounding the contemporary issue. This implies taking into consideration the change of a Fatwa with the change of time, place, necessity (Darurah), need (Hajah), or even the specific circumstances and countenance of the person
