Abstract:<\/strong><\/p>\n\n\n\n

This research proposes an integrated model for managing non-technical risks in post-conflict Syria’s reconstruction projects, placing particular emphasis on institutional dimensions (governance, corruption, and legitimacy) as the pivotal element for successful recovery efforts. By analyzing the current Syrian context and drawing lessons from international experiences, the study demonstrates that the biggest challenge to reconstruction is neither material nor engineering, but rather the overlap and interaction between three critical non-technical risks.<\/p>\n\n\n\n

These risks are the political risk (lack of consensus), the security risk (proliferation of weapons\/instability), and the institutional risk (corruption and weak governance structures).<\/p>\n\n\n\n

To address this, the paper proposes a comprehensive, integrated risk management model that includes a conceptual framework, a proposed organizational structure, key operational processes, and practical implementation mechanisms. The research concludes with actionable recommendations directed towards the Syrian Government, the international community, the private sector, and civil society, aiming to build a sustainable institutional foundation for the reconstruction process.<\/p>\n\n\n\n
