The study has conducted in northwestern Syria. A mixed methodology (qualitative and quantitative analysis) was used. And the sample consisted of (126) teachers and (25) principals and assistant principals in (9) primary schools. Also used questionnaires and interviews as tools. The study showed that the factors were as follows: Average teacher responses m(3,25), and the level of factors; Administrative station m(3.05), Educational situation m(3,34), Security situation m(3,33), Economic situation m(3,28). The qualitative analysis also showed that the most important factors affecting of illiteracy among primary school students are: factors related to the educational process in first place, school building in second place, financial support in third place, chaos in fourth place, and factors related to the classroom environment in fifth place.<\/p>\n\n\n\n<p
