The researcher used the descriptive analytical approach, and adopted the questionnaire as a study tool. The study sample consisted of (147). The results showed the following: The results showed that the socio-economic proposals concerned with treating the problem of illiteracy among students from the teachers\u2019 point of view ranked first (87.03%), the administrative proposals ranked (84.27%), and finally the local proposals related to the families (74.32%). While there are no differences related to experience, gender and educational qualification. The proposed literacy program in the northwestern regions of Syria (opposition) aims to eliminate the problem of illiteracy among students and improve the level of education in schools by applying the &#8220;Rashidi&#8221; curriculum, active learning methods, and alternative assessment for a period ranging from six months to a year, depending on the student&#8217;s effort. After the student completes the program and overcomes illiteracy, he moves to his normal class and among his peers, with the provision of all means of encouragement for students and teachers
