It argues that identifying a benefit or harm is insufficient unless its legal recognition, rank, certainty, scope, magnitude, duration, causal proximity, and consequences are established. The research problem concerns the criteria governing such variation and their operation when benefits compete, harms compete, or one act combines both. The study aims to define benefit and harm, reconstruct the principal criteria of strength, clarify the limits of the maxim prioritizing prevention of harm, and propose an integrated balancing model. It employs inductive, analytical, comparative, and applied methods. The findings show that strength is a composite judgment; necessity alone does not determine preference independently of certainty, scope, and consequence; preventing harm is not an absolute rule detached from weighing; and limited harm may be tolerated for a preponderant benefit. The proposed matrix proceeds from legal recognition to rank, certainty, scope, magnitude, duration, consequences, and alternative means.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Keywords:
