Abstract<\/strong><\/p>\n\n\n\n

This study examines and analyzes the Charter of Medina as an early constitutional and foundational document that established key concepts of international relations and modern political systems. The research problem lies in testing the extent to which the Charter was capable of shaping the international legal personality of the emerging Islamic state and organizing its external relations with regional actors within a context characterized by disorder and the absence of a regulating international legal framework. To achieve the objectives of the study, the historical-legal method and the descriptive-analytical method were employed.<\/p>\n\n\n\n

The study is divided into three main sections. The first addresses the constitutional characterization and the geopolitical context of the Charter. The second examines the internal political and social determinants of the emerging state, such as leadership, sovereignty, and citizenship. The third focuses on the dimensions of foreign policy, international personality, collective security, and issues of war and peace.<\/p>\n\n\n\n

The study concludes with several key findings, most notably that the Charter represents the first written civil constitution in human history for managing a multi-ethnic and multi-religious society. It also establishes the concept of inclusive citizenship and a social contract that integrates non-Muslim components, as well as an early foundation for the concept of collective and strategic security, including deterrence, boycott, and economic sanctions against hostile forces.<\/p>\n\n\n\n
