Abstract
This study aims to evaluate the level of strategic innovation in Syrian universities from the perspective of faculty members, in light of the accelerating challenges facing higher education and the increasing need to adopt more flexible and innovative practices. The study focuses on analyzing the current state of innovation and identifying the gap between strategic orientations and their actual implementation within universities.
The study employed a random sample consisting of (350) faculty members from the universities of Damascus, Aleppo, and Idlib. A questionnaire was used as the primary data collection tool, comprising (21) items distributed across three main dimensions: the environment supporting strategic innovation, strategic innovation practices, and mechanisms for generating and adopting innovation, with (7) items for each dimension. The descriptive-analytical approach was adopted to analyze the data and test the research hypotheses.
The results revealed that the overall level of strategic innovation in Syrian universities was moderate. The dimension of strategic innovation practices ranked highest, while the dimension of mechanisms for generating and adopting innovation ranked lowest, indicating a relative weakness in the institutional structures supporting innovation. Additionally, statistically significant differences were found in favor of faculty members with less than 10 years of experience, as well as those holding doctoral degrees.
The study recommends enhancing the culture of innovation within universities, improving infrastructure, activating mechanisms for supporting and transforming innovative ideas into practical projects, empowering faculty members through training and incentives, and integrating innovation more effectively into institutional policies and strategic plans.

الملخص
ملخص الدراسة: تهدف هذه الدراسة إلى تقييم مستوى الابتكار الاستراتيجي في الجامعات السورية من وجهة نظر أعضاء الهيئة التدريسية، في ظل التحديات المتسارعة التي تواجه التعليم العالي والحاجة إلى تبني ممارسات أكثر مرونة وابتكارًا، حيث ركزت على تحليل واقع الابتكار والكشف عن الفجوة بين التوجهات الاستراتيجية والتطبيق الفعلي داخل الجامعات . اعتمدت الدراسة على عينة عشوائية مكونة من (350) عضو هيئة تدريس من جامعات دمشق وحلب وإدلب، واستخدمت الاستبانة أداة رئيسة لجمع البيانات، حيث تكونت من (21) بندًا موزعة على ثلاثة محاور هي: بيئة دعم الابتكار الاستراتيجي، والممارسات الاستراتيجية للابتكار، وآليات توليد وتبني الابتكار، بواقع (7) بنود لكل محور . كما اعتمدت الدراسة المنهج الوصفي التحليلي لتحليل البيانات واختبار الفرضيات.
أظهرت النتائج أن مستوى الابتكار الاستراتيجي في الجامعات السورية جاء بدرجة متوسطة بشكل عام، مع تفوق محور الممارسات الاستراتيجية للابتكار، في حين جاء محور آليات توليد وتبني الابتكار في المرتبة الأخيرة، مما يشير إلى وجود ضعف في البنية المؤسسية الداعمة للابتكار، إضافة إلى وجود فروق ذات دلالة إحصائية لصالح أعضاء هيئة التدريس الأقل خبرة، وكذلك لصالح حملة الدكتوراه.
وأوصت الدراسة بضرورة تعزيز ثقافة الابتكار داخل الجامعات، وتطوير البنية التحتية، وتفعيل آليات دعم الأفكار الابتكارية وتحويلها إلى مشاريع تطبيقية، إلى جانب تمكين أعضاء هيئة التدريس من خلال التدريب والتحفيز، ودمج الابتكار ضمن السياسات والخطط الاستراتيجية بشكل أكثر فاعلية.
