Abstract
Agriculture remains a cornerstone of food security and rural economic development, and the sustainability of its growth depends heavily on the quality of the institutional system governing its resources and shaping its policies. This relationship is particularly critical in conflict-affected settings, where formal institutions weaken and authority over resource management becomes fragmented across multiple actors, making it both a scientific and policy imperative to understand how agricultural governance operates at the level of smallholder farming practice. This study aimed to measure the relative effect of five dimensions of agricultural governance, transparency, accountability, participation, equity, and institutional efficiency, on agricultural development among smallholder farmers in northwest Syria. A quantitative descriptive-analytical design was adopted, whereby a questionnaire was administered to a stratified random sample of 402 smallholder farmers across the Idlib and Aleppo countryside, and the data were analyzed using Pearson correlation and multiple linear regression to test the combined effect of the dimensions and the relative weight of each. The results revealed a statistically significant positive effect of agricultural governance dimensions, collectively, on agricultural development, with the model explaining 54.9% of the observed variance (R² = 0.549). The dimensions were ranked by standardized regression coefficients as follows: participation (β = 0.298), transparency (β = 0.274), institutional efficiency (β = 0.231), equity (β = 0.212), and accountability (β = 0.181), all statistically significant. These findings reinforce the importance of integrating agricultural governance principles, particularly participation and transparency, into policies and programs aimed at strengthening agricultural development in conflict-affected settings.

الملخص
يمثل القطاع الزراعي ركيزة أساسية للأمن الغذائي والتنمية الاقتصادية في المجتمعات الريفية، إذ يتوقف تحقيق تنميته المستدامة على جودة المنظومة المؤسسية التي تدير موارده وتوجه سياساته. وتزداد أهمية دراسة هذه العلاقة في البيئات المتأثرة بالنزاع، حيث يتراجع أداء المؤسسات الرسمية وتتشظى صلاحيات إدارة الموارد بين جهات فاعلة متعددة، مما يجعل فهم أثر الحوكمة الزراعية على مستوى الممارسة الميدانية لصغار المزارعين ضرورة علمية وسياساتية في آن واحد. هدفت هذه الدراسة إلى قياس الأثر النسبي لأبعاد الحوكمة الزراعية الخمسة، الشفافية والمساءلة والمشاركة والعدالة والكفاءة المؤسسية، في تنمية القطاع الزراعي لدى صغار المزارعين في شمال غرب سوريا. واعتمدت الدراسة المنهج الوصفي التحليلي الكمي، إذ طُبِّقت استبانة على عينة عشوائية طبقية بلغت 402 مزارعاً من صغار المزارعين في ريفي إدلب وحلب، وحُلِّلت البيانات باستخدام معامل ارتباط بيرسون والانحدار الخطي المتعدد لاختبار الأثر المجتمع للأبعاد والأوزان النسبية لكل بُعد على حدة. وأظهرت النتائج وجود أثر موجب ذي دلالة إحصائية لأبعاد الحوكمة الزراعية مجتمعة في التنمية الزراعية، إذ فسر النموذج 54.9% من التباين المشاهد فيها (R² = 0.549). وجاء ترتيب الأبعاد وفق معاملات الانحدار المعيارية على النحو الآتي: المشاركة (β = 0.298)، فالشفافية (β = 0.274)، فالكفاءة المؤسسية (β = 0.231)، فالعدالة (β = 0.212)، وأخيراً المساءلة (β = 0.181)، وجميعها دالة إحصائياً. وتعزز هذه النتائج أهمية دمج مبادئ الحوكمة الزراعية، ولا سيما المشاركة والشفافية، في السياسات والبرامج الهادفة إلى تعزيز التنمية الزراعية في البيئات المتأثرة بالنزاعات.
