Abstract:
This study aims to identify the role of Libyan consulates in the Sahel countries, taking Chad and Niger as case studies, by tracing the development of Libyan-Chadian and Libyan-Nigerien relations and examining the nature of the roles played by Libyan consulates in consular, administrative, economic, social, and cultural domains. The study adopted the historical method to trace the development of relations between Libya and both Chad and Niger, and the stages of establishing consulates and the evolution of their functions, alongside the descriptive method to present and analyze their activities, services, and various roles. The study found that Libyan consulates did not confine themselves to performing their traditional consular functions, but also contributed to caring for Libyan communities, facilitating the movement of individuals and traders, stimulating commercial exchanges—particularly border trade—and enhancing social and cultural communication, in addition to contributing to addressing certain humanitarian and border issues. The study also showed that the consulates played an important role in supporting cooperation and strengthening the bonds of relations between Libya, Chad, and Niger, especially in border areas that constitute a vital sphere for economic, social, and cultural interaction. The study recommended the necessity of strengthening the consular role and diplomacy, developing mechanisms for commercial and economic cooperation, supporting the establishment and activation of border free zones, digitizing consular services, encouraging joint investments, and expanding the scope of cultural and social activities in a way that contributes to enhancing Libyan relations with the Sahel countries.

الملخص:
تهدف هذه الدراسة إلى التعرف على دور القنصليات الليبية في دول الساحل، مع اتخاذ تشاد والنيجر نموذجين، ذلك من خلال تتبع تطور العلاقات الليبية التشادية والليبية النيجرية، وبيان طبيعة الأدوار التي اضطلعت بها القنصليات الليبية في المجالات القنصلية والإدارية والاقتصادية والاجتماعية والثقافية. واعتمدت الدراسة على المنهج التاريخي لتتبع تطور العلاقات بين ليبيا وكل من تشاد والنيجر، ومراحل إنشاء القنصليات وتطور وظائفها، إلى جانب المنهج الوصفي لعرض وتحليل أنشطتها وخدماتها وأدوارها المختلفة. وتوصلت الدراسة إلى أن القنصليات الليبية لم تقتصر على أداء وظائفها القنصلية التقليدية، بل أسهمت في رعاية الجاليات الليبية، وتيسير حركة الأفراد والتجار، وتنشيط المبادلات التجارية، سيما التجارة الحدودية، وتعزيز التواصل الاجتماعي والثقافي، فضلًا عن الإسهام في معالجة بعض القضايا الإنسانية والحدودية. كما أظهرت الدراسة أن القنصليات أدت دورًا مهمًا في دعم التعاون وتعزيز أواصر العلاقات بين ليبيا وتشاد والنيجر، خصوصاَ في المناطق الحدودية التي تمثل مجالًا حيويًا للتفاعل الاقتصادي والاجتماعي والثقافي. وأوصت الدراسة بضرورة تعزيز الدور القنصلي والدبلوماسية، وتطوير آليات التعاون التجاري والاقتصادي، ودعم إنشاء وتفعيل المناطق الحرة الحدودية، ورقمنة الخدمات القنصلية، وتشجيع الاستثمارات المشتركة، وتوسيع نطاق الأنشطة الثقافية والاجتماعية بما يسهم في تعزيز العلاقات الليبية مع دول الساحل.
